This impressive bronze bust statue occupies the foyer of the Pioneer Courthouse, in Portland, Oregon:
If John Ashcroft were still Attorney General, however, it might look more like this:

Your photoshop skills leave something to be desired. The forearms in the second photo aren't the same chocolate brown as the statute.

The primary reason why Ashcroft would cover the statue was because reporters would angle their photos to place the statute's breasts above, to the left and to the right of Ashcroft's face.
